The authority says some commercial businesses are abusing the current system by disposing of their waste at the sites instead of paying to dispose of it legally.
The new system will limit the amount of times "commercial type" vehicles and large trailers (1.8 metres by 1.2 metres/ 6 feet by 4 feet or over) or trailers with more than one axle can use the site to 12 visits a year.
Many people from Brigg use the reycling centre between Broughton and Wressle.
The council says 12 visits will allow a normal household to carry out decoration and tidy ups but will stop commercial operators illegally disposing of their waste.
You will need to apply for a permit if you have a commercial-type vehicle such as:
- Crew cab/pick-ups where the back is separate from the main cab area
- Vehicles without rear passenger seats or side facing rear windows
- Vans
- Trailers 1.8 metres in length and 1.2 metres wide (6 feet by 4 feet) with sides deeper than 0.4 metres or over, or with more than one axle
If you have an existing permit you will need to reapply.
All existing permit holders will receive information about the changes and application form.
People without a new permit for their commercial type vehicle or large trailer will be turned away from any of the eight HRCs in North Lincolnshire from 2 January 2016.

Once you have applied for a new permit, you will receive a letter along with 12 vouchers. A voucher must be handed in on each of your 12 visits to the HRCs.
The vouchers do not need to be handed in until 2 January 2016. Until this date, people with a new permit will need to show their confirmation letter to the site attendant to be able to access the HRCs until this date.
A permit will allow for a maximum of 12 visits in a 12-month period.
Vehicles with signs and logos or vehicles over 3,000 kilograms will not be eligible to apply for a permit.
Vehicles registered outside of North Lincolnshire will not be eligible to apply (unless a resident of Lincolnshire County Council's area and then they can apply for Kirton-in-Lindsey or Barnetby HRCs).
Coun Neil Poole, Cabinet Member for Neighbourhoods, said: “Other councils have successfully adopted permit systems with the same number of visits per year for the same type of vehicles. Therefore we are positive this will work in North Lincolnshire and prevent commercial vehicles from disposing of waste illegally. It isn’t fair on those people who do follow the rules to be penalised because of a few that abuse the system. We feel this new system will make a huge difference.
