SPRING FOOD FESTIVAL IN BRIGG
A couple of scenes from the Spring Food Festival held in Brigg Market Place on Saturday. There were some typical April showers mixed in with spells of decent weather. More to the point, plenty of people came to support the event, the monthly farmers' market and the Saturday general market.

OLD TRAINSPOTTER'S BRIGG DELIGHT
While emerging from the Nisa Local shop in Queen Street earlier tonight (Tuesday) I glanced up Station Road and spotted one of those First TransPennine Express trains progressing slowly through Brigg station. Brigg Blog has been trying to spy one of these driver training trains for the past week or to, but had enjoyed no success until tonight. We nipped straight down to the station with the trusty camera, but the unit hadn't stopped for a breather.
It was hardly the same as running up Station Approach (note the original name) in the mid-1960s to catch a glimpse of the famous Grimsby fish train passing through, with its unforgettable aroma. Steam, if we were lucky - the loco, not the fish! We think it came through between 6.15pm and 6.30pm but can't recall exactly.
But back to the present.... First TransPennine Express drivers are familiarising themselves with the Brigg line ahead of May 25 when a limited additional train service will run from Sheffield to Cleethorpes, while the landslide near Hatfield continues to rule out the Doncaster-Scunthorpe route, leading to what is officially called "bustitution". We thought that was something engaged in by a friendly sort of lady with a large chest.

IMPROVED ACCESS AT BRIGG BUTTERCROSS
Councillor Rob Waltham, from Brigg - Cabinet Member for People at North Lincolnshire Council - trying out the new lift installed in the Buttercross that allows those who can't manage the winding stairs to gain access to the upstairs meeting and function room. Entry to the lift is through a side door on the Wrawby Street side of the grade two listed building. North Lincolnshire Council owns and manages the Buttercross, which houses the award-winning Tourist Information Centre. In 2017 the building will enjoy its 200th anniversary and we expect celebrations will be held.

A LIDL SIGNPOSTING IN BRIGG MIGHT HELP
Perhaps Lidl would benefit if it put up a few directional signs showing folk how to get from the old store to the new one - along the River Ancholme towpath, under the bridge and along the newly-laid footpath. At the weekend we saw a couple of visitors in the old Lidl car park who were bemused about how to find the new store. Clearly they were not Brigg residents.

BRIGG BUTTERCROSS REFURBISHMENT DECLARED OFFICIALLY OPEN TODAY
Brigg Blog took up the kind invitation to attend the official opening of the town's refurbished Buttercross this afternoon (Saturday,April 27).
Brigg and Goole MP Andrew Percy unveiled a plaque to mark the improvements - upstairs and downstairs, including the addition of a lift to make the second floor meeting room accessible to those for whom the ornate, winding staircase had posed difficulties.
We will be posting pictures from the event later, once we get time to process them.
It was an enjoyable ceremony, accompanied by light refreshments. Our MP was also involved in presenting awards to top performers in the Brigg Sausage Competition, staged at the adjoining monthly Brigg Farmers' Market in the Market Place. Spelman's - well-known in Brigg - were runners-up and we've a picture of that to share with you.
The Brigg Town Business Partnership was involved and deserves a mention in despatches, as does North Lincolnshire Council - owner and operator of the Buttecross - and Brigg Town Council, represented by the Town Mayor, Coun Carl Sherwood, and the Mayoress, Louise Mikkonen.
Coun Carl was also wearing his other hat as a member of the ruling Cabinet at Nor
There was also an excellent turnout from the lady and gentlemen of the Press. Brigg Blog would like it to be known that not only did we decline all offers to sample the wide range of sausages but we also politely declined the tempting array of cakes, settling for a cuppa and leaving it at that.

BLACK BULL IN BRIGG RACES AHEAD WITH FUNDRAISING
You may recall Brigg Blog helping to publicise the charity race night at the Black Bull.
It was held last night and mine host has been quick to thank all who supported the event.
On the Black Bull's Facebook page, Richard Smith announced today that they had raised £371 for children's charities in the area.
NOW'S THE TIME TO PRESS FOR MORE PASSENGER TRAINS TO STOP AT BRIGG

As a matter of urgency, should the powers-that be in our area be asking First TransPennine to amend this so both these trains stop at Brigg station?
Secondly, if the train firm took that onboard and agreed to stop in Brigg - and the additions were publicised in a meaningful way - would Brigg folk take advantage in sufficient numbers to justify the stop in our town?
It's now 20 years since Brigg last had what might be called a meaningful train service and it was reduced to just three passenger trains each way, Saturdays only.
It seems to Brigg Blog that the unfortunate blockage of the Scunthorpe line has afforded us a golden opportunity to press for a better service.
Sadly, there are many people living in the Brigg area who are blissfully unaware that our station still has a passenger service. Some think the station closed long ago. That is a major hurdle that must be overcome, and it won't be easy. But there will never be a better opportunity than now.
From Brigg on a Saturday - travelling on trains provided by Northern Rail - you can take a train to Retford, Gainsborough and Sheffield, and to Grimsby and Cleethorpes in the other direction.
If Brigg had a decent rail service to Retford, townsfolk could save time and money on travelling to London, for example, as the North Notts town is much closer to the capital than Doncaster, which is the current changing station used by FirstTransPennine Express for its Cleethorpes-Barnetby-Scunthorpe-Sheffield-Manchester service.
As it's on the East Coast Mainline, Retford also offers connections north to York, Newcastle and Scotland.
It should be pointed out that the Brigg line is currently handling 100 extra freight trains that would otherwise has taken the Scunthorpe and Doncaster route. And as some sections of the Brigg line were reduced to single track many years ago, fitting in extra passenger trains is not as simple as it might seem.
However, as Brigg folk living near the line will testify, night-time is when many freight trains operate, when there's no demand for a passenger service.
In the old days when British Rail owned the tracks and operated the trains it would have been much simpler. But now we have different companies owning the infrastructure and operating freight and passenger trains.
If you've read this far, we'll take it you have an interest in this topic. So Brigg Blog is going to ask you to help by pledging your support for the return of a meaningful passenger train service and also to pledge your support for a request to be made to First TransPennine Express to stop its "new" trains in Brigg, from May 25. If we can show there's interest, perhaps this will help the case for a change of heart by FTPE.

Hopefully the weather will be fine and sunny for tomorrow's Brigg Spring Food Festival in the Market Place and Wrawby Street, 9am to 3pm. Organisers North Lincolnshire Council pledge that the very best in local produce will be available. Forming part of the event will be the Brigg Best Banger Sausage Competition.

There's a fantastic new opportunity for young people who live or attend school in Brigg and are 12-18 years.
Would you like to get involved in creating a DVD? Could you be the interviewer or the presenter; or do you fancy being the other side of the camera, or the sound man?

CHARITY NIGHT AT THE BLACK BULL IN BRIGG
Richard Smith - mine host at the Black Bull in Brigg - reminds us about the charity race night at the Wrawby Street hostelry tomorrow, Friday 26th April at 9pm. "All welcome for a fun night and a good cause - quiz and bingo are included too and a meat board and raffle so prizes to be won," he says.
BRIGG PUB EXTENSIONS APPROVED
North Lincolnshire Council has granted planning permission and listed building consent so the Yarborough Hunt pub in Brigg can be extended to take in part of a house next door to it in Bridge Street. Once the building work is complete there will be more room for drinkers to relax over a pint at this popular hostelry.

Brigg Town Council is making stringent efforts when it comes to determining a policy that will govern future requests for adding names to the Monument war memorial, which was erected soon after the First World War and which carries names of local servicemen who were killed during that conflict and the Second World War.
Another in-depth discussion took place at the council's April meeting on Monday night, and further talks will follow, as the issue is now being passed over to the Policy and Resources Committee for detailed consideration.
Monday's debate in the Angel was summed up as "really interesting" by Coun Rob Waltham as the authority reached its decision.
Coun John Kitwood explained the war memorial had been presented by Coun Stamp. But, having examined the Monument, Coun Kitwood said the plaque area was now full - unless others could be added to the sides of the structure.
Coun Jackie Brock felt the Monument should be regarded as a memorial for the First and Second World Wars only. If there was ever a need to consider honouring people from later conflicts, she wondered whether another memorial might be erected in the Angel building.
Coun Mel Oades also thought it could be possible to "move forward with a roll of honour."
Town Mayor Coun Carl Sherwood stressed: "Every application would have to be considered on its merits," while Coun Chris Dyson warned that the council needed to be really careful over what it decided.

NEW CCTV LOCATIONS POSSIBLE IN BRIGG

LAKES TOO FAR AWAY FROM BRIGG
Brigg Town Council has been consulted about plans for a huge new Lakes housing development near Scunthorpe that could see six new "villages" established. However, as the site is on the west of the steel town, rather than the east, Brigg councillors decided there was no need to make a formal comment.

CARING FOR CATS AND KITTENS IN BRIGG AREA AND BEYOND

I was just wondering if it is possible to put our Scunthorpe Cat Protection Open Day on your website. We are based in Broughton but have cat and kitten fosterers in Brigg, Scawby Brook, Barton and other local areas. We are a small branch of Cat Protection and work really hard to re-home unwanted and stray cats and kittens. Last year we re-homed over 100 cats and kittens.
Our open day is on 18th May at 26 Appleby Lane, Broughton. 11.30am-4.30pm. Admission 50p raffle ticket. Cats and kittens will be available for re-homing. There will be many stalls, books, handicrafts, CP goods, Tombola, Refreshments, Cakes and BBQ.

ROW, ROW, ROW THE BOAT GENTLY DOWN THE ANCHOLME
About 6.30pm on Tuesday we were near the Old River Ancholme - close to the Ancholme Way bridge - when what we took to be a training boat from Ancholme Rowing Club came by. We hope one of Brigg's oldest clubs, with a history going back well into Queen Victoria's reign - has an enjoyable season of pleasure rowing, as well as in competitions.
BRIGG LINK TO THE FAMOUS SWEENEY
We are pretty sure that the award-winning John Sweeney who appears on BBC TV's Panorama is the same John Sweeney who attended an eight-week block release journalism course with us in Sheffield in the early 1980s while "yours truly" was based in Brigg on the dear old Lincolnshire Times. We've both some hair in the intervening 30-plus years but he looks the part.
For me it's pushing it to include North Kelsey in my "patch" whereas John can include North Korea in his. It's a small world - well, for Brigg Blog it is!
BETTER FREIGHT THAN NEVER ON THE BRIGG LINE
Two evenings running we nipped down to Brigg railway station, thinking we might spy with our little eye one of the trains that are being used to train the drivers to POSSIBLY bring First TransPennine Express services to town, at least on a Saturday. We waited and waited but had to be content with this rather nice view of a heavy freight rain cruising under the cast-iron footbridge in the spring sunshine. Is it worth grade two listed status? The bridge, we mean, not the loco!

Driving into Brigg recently, somewhere near Castlethorpe, we spotted a wind turbine in the distance, yet couldn't work out quite where it might be. Some days passed then, while down at Brigg railway station, crossing the footbridge, we spotted it over the farmland towards Cadney.

BRIGG CONSIDERS CORONATION MESSAGE
At Brigg Town Council's monthly meeting for April, members will consider a suggestion to send an official letter to The Queen to acknowledge the forthcoming 60th anniversary of her Coronation and thank her for her loyal service to the country and the good people of Brigg.
Coun Jane Kitching has put forward the proposal for her colleagues' attention during the meeting at the Angel Suite on Monday, April 22, from 7.30pm.
Interested members of the public are welcome to attend and listen to the discussions. Anyone wishing to raise a point of interest, or ask a question, can do so under Item Nine on the agenda, which is Public Question Time. When that point is reached in the meeting, Town Mayor Carl Sherwood, as chairman, generally asks whether any members of the public have any issues they wish to raise.
The meeting will also see town councillors again consider the Roll of Honour on Brigg Mounument (War Memorial). The authority is seeking to determine a policy that will govern future requests for additional names to be added.

Matters for consideration include the Service 450 Town Bus Service, subsidised by North Lincolnshire Council, for which the contract is due for renewal in September. This committee meeting is also open to interested members of the public.
Coun Jane Kitching has put forward the proposal for her colleagues' attention during the meeting at the Angel Suite on Monday, April 22, from 7.30pm.
Interested members of the public are welcome to attend and listen to the discussions. Anyone wishing to raise a point of interest, or ask a question, can do so under Item Nine on the agenda, which is Public Question Time. When that point is reached in the meeting, Town Mayor Carl Sherwood, as chairman, generally asks whether any members of the public have any issues they wish to raise.
The meeting will also see town councillors again consider the Roll of Honour on Brigg Mounument (War Memorial). The authority is seeking to determine a policy that will govern future requests for additional names to be added.
Prior to the so-called Full Council Meeting, there will be one of the Brigg Town Council Planning and Environment Committee, from 6.45pm, also in the Angel Suite. HOPEFULLY NOT A BRIGG PIPE DREAM
Some months have elapsed since hopes were raised that the water pipe alongside the County Bridge in Brigg town centre was going to be removed.
We are posting this picture to see whether anyone can update us about why nothing has happened.
A stretch of riverside wall has been replaced recently by the Environment Agency, and a very good job they made of it. But what about this old pipe on the side of our grade two listed landmark?
Regular Brigg Blog followers will remember posts about the pipe when it sprung a leak that took a lot longer to fix than many of us expected. It provided Brigg with a "talking point" fountain, but only for a short time.

BRIGG AND NORTH LINCS COULD LEARN FROM LINCOLNSHIRE'S LEAD
On Bigby Road in Brigg the other day we saw one of Lincolnshire's CallConnect buses heading off towards Caistor on the A1084. It's not unusual to see these mini-buses delivering a few folk to Brigg or returning to their base in the old county.
CallConnect is a public bus service that operates only in response to a pre-booked request (on a ‘dial a bus’ basis).
Lincolnshire County Council now tells us that more than 98% of passengers using its CallConnect bus service are satisfied with how it meets their travel needs.
The figure was revealed in CallConnect’s latest passenger survey, with 98.2% of passengers expressing their overall satisfaction with the service. The total is a four per cent rise compared to the previous survey in 2010.
Other results from the new survey include:

98% overall satisfaction with the punctuality of the service
99% overall satisfaction with vehicle safety and cleanliness
98% overall satisfaction with helpfulness of Booking Centre staff
99% overall satisfaction with the helpfulness of drivers
Chris Briggs, Head of Transportation, said: “It is very pleasing to see that CallConnect continues to deliver an excellent service to customers throughout rural Lincolnshire. It is also testament to the bus drivers and Booking Centre team that they can make these improvements even in the face of our challenging national economic situation.”
Service Manager Paul Sanders added: “We are delighted with the results. They are a reflection of the whole team’s dedication to the service. We really do understand how important rural public transport is to people throughout this area, and that’s why we strive so hard to make the service everything that people need it to be. But we are not resting on our laurels. Even now we are looking at boosting the service still further by extending our Booking Centre opening hours and making improvements to our fleet of buses.”
It was also revealed this week that there were more than a quarter of a million passenger journeys made using the CallConnect service last year.
The total appeared in the service’s annual performance report and is yet another year-on-year rise in passenger journey numbers and underlines the continuing success of a service that has gone from strength to strength since its launch in 2001.
During a busy year, there were more than 252,000 passenger journeys made on CallConnect, an increase of 1.3% over the previous year, contributing to an overall increase of almost 25% since 2010.

HOUSE EXTENSION PLANNED IN BRIGG
Planning permission is being sought in Brigg to erect a single storey rear extension and a two storey extension to the west elevation at 35 Bigby High Road. North Lincolnshire Council will decide whether to grant approval.

What a pleasant surprise it was this morning (Saturday) to find plenty of available parking spaces near the old Lidl store.
New Lidl has opened, off Atherton Way, with its own car park, but the existing spaces near Spring's Parade remain...for now.
The plan, of course, is for Tesco to build a much bigger Brigg store on the old Lidl site, with demolition of the now empty premises. Until that happens, Brigg has never had it so good for free car parking spaces.
Peer in through the window of the old Lidl store and you'll see the interior has been totally stripped of fixtures and fittings. It would now make a super venue for indoor football, or even hockey.

BRIGG BLOG SALUTES LADY THATCHER
Just about every journalist in Britain seems to have been having a say about the life of Lady Thatcher - former Prime Minister Margaret Thatcher - who died yesterday, aged 87.
Brigg Blog is proud to have no political affiliations, but would like to offer a very positive comment about Mrs T. As a Tory backbencher she campaigned for press freedom and worked wonders to get the Public Bodies (Admission to Meetings) Act 1960 onto the statute book.
This far-reaching legislation gave journalists new rights to attend committee meetings of local councils and report on debates and decisions in the public interest. Up to then, in many cases, only monthly meetings of the full council were open.
The Daily Telegraph's two-page obituary today gives a brief mention to Mrs Thatcher's 1960 triumph, but many other media outlets have failed to mention what was surely one of her greatest achievements.
And we'll end by saying that there's a meeting of Brigg Town Council's Property and Services Committee coming up in the Angel Suite Lounge on Wednesday, April 17, at 6pm. The Public Bodies (Admission to Meetings Act) 1960 applies and it's open to the press and interested members of the public who want to go along.

BRIGG PEDESTRIAN ZONE - OFFICIAL DEFINITION OF PERMITTED VEHICLES
Interesting information has come to light in Brigg about our town centre Pedestrian Zone.
It takes the form of a Humberside County Council pamphlet issued in 1993 when the inner relief road (Barnard Avenue and Ancholme Way bridge) was opened to traffic. This left the Market Place and much of Wrawby Street to those on foot. Well, that was the intention. As we know it's far from the case, and there have been many motorists who have entered the zone without just cause.
Whether what Humberside, as the then highway authority, put in place in 1993 has ever been amended only North Lincolnshire Council, the successor authority, can say.
Anyway, back to the pamphlet...
I have to say that what you are about to read fits in exactly with what I've been telling those who mention this topic over many years.
BRIGG BLOG HAS ADDED THE CAPITAL LETTERS BELOW TO EMPHASISE IMPORTANT SECTIONS
Humberside County Council makes it clear that vehicles are allowed into the pedestrian zone for the following purposes:
a) For delivery, of collection, OF BULKY OR HEAVY ITEMS from the zone.
b) For gaining access to properties FOR WHICH THERE IS NO ALTERNATIVE MEANS OF ACCESS.
Disabled persons' vehicles ARE NOT ALLOWED in the pedestrian zone. Specially designated disabled parking bays have been provided at close proximity to the pedestrian area to assist the disabled and strategically located seating will also be provided within the pedestrian zone. Disabled persons' wheelchairs, manually or electrically operated, may be used within the pedestrian zone. Severely disabled drivers MAY BE ISSUED WITH SPECIAL PERMITS TO ENTER THE PEDESTRIAN ZONE.
Cycling is PROHIBITED in the pedestrianised area, although pushing of a pedal cycle by hand is permitted.
So what should we make of all that?
The document spells out that delivery/collection from premises can only be made where bulky, or heavy, items are involved. That does not cover a handful, or armful of goods, or taking a car, or van, into the pedestrian zone just to visit a particular shop or office.
Sadly, although this document spells out what rules were laid down in 1993, it has little or no relevance today because the powers-that-be seem to take little or not action to deal with offenders. And it's been like that
for most of the past 20 years.
Maybe the unearthing of this document poses the chance for the authorities to make a fresh start. First, we need North Lincolnshire Council and Humberside Police to confirm that the information issued by Humberside County Council still applies today. Next, it needs to be enforced as those who drafted it at County Hall, Beverley, in 1993 must have expected it to be.

BRIGG PLANNING DECISION AFTER SEVEN MONTH WAIT
It took seven months and one day but North Lincolnshire Council has at least reached a decision on a Brigg planning application lodged early last September.
The authority has refused to grant permission to retain the relocation of an extraction flue at the Diya Spice takeaway, 7 Bigby Street.
Announcing its reasons for turning down the application, the council said that "the large silver flue can be clearly seen as you travel in an easterly direction along Bigby Street."
The authority suggests the flue "draws the eye and detracts from the traditional character of the Brigg Conservation Area" - something that it sees as contrary to a policy in the Local Plan.
Anyone refused planning permission has the right to appeal to the Government in an effort to get the decision overturned.
ALTERATIONS TO BRIGG BUTTERCROSS
We took pictures either side of Brigg Buttercross yesterday, showing disabled access measures in place. Above is the slight ramp leading to the side entrance. Below - viewable through the window - is the lift that will take visitors up to the first floor. North Lincolnshire Council owns and operates the Market Place grade two listed landmark that is now coming up for 200 years old.

'Y' DO WE SEE SUCH OLD POLICE CARS IN BRIGG ?
Earlier today we followed a couple of police vehicles through Brigg that had just left the station on Barnard Avenue. We were following at a safe distance but couldn't help noticing they were both Y-reg. It's not just a Brigg thing, though. You can see many cop cars of similar vintage in Scunthorpe any day you care to visit the parking areas close to Corporation Road HQ. We've long held the view that the Boys (and Girls) in Blue deserve better, especially when speedy pursuits are called for (they don't like the media to call them chases). Humberside Police deserve great credit for making their vehicles last. But you'd think that when the force finally has to call time on all these old cars, the public purse is going to be faced with considerable outlay. And there won't be much coming back in revenue from the second-hand sales.

PESKY PIGEONS MAKING MARK ON BRIGG PAVEMENTS
The pigeon problem in Brigg that prevailed a few years ago - notably in Wrawby Street - seems to be making a slow but noticeable return. Birds have located new places to gather on buildings in the town centre, resulting in much mess down below on the pavements of the pedestrian area.
Shoppers could do without collecting such material on their shoes and taking it home with them.
We are sure that our three North Lincolnshire Cabinet-ranked councillors for Brigg and Wolds will be up to speed with tackling this nuisance - public health and street cleaning being among the unitary authority's responsibilities.
