BRIGG COURTYARD & THE HIGHWAYS ACT 1980

Recently we pointed out in Brigg Blog that a business in College Yard seemingly requires permission to have tables and chairs outside its premises, even though bollards mean no traffic can pass this way.
The Highways Act 1980 is mentioned on the notice (see our final picture)Our good friend Ken Harrison was quick to quote dictionary definitions showing that a highway need not necessarily be of the vehicular variety.
You may have your own thoughts on whether the law of the land could do with a bit of a tweak to take into account of courtyards and alleyways that no through traffic can penetrate.
Next time we see Brigg & Goole MP Andrew Percy we will be seeking his views.
