BRIGG LIFT OUT OF ACTION & NEEDS REPLACING

The lift between floors at the Angel Suite community venue, in Brigg town centre, needs replacing after a long and generally trouble-free life until the last last few years.
The lift is now out of action and must remain so on safety grounds. But this is creating access issues.
Replacing it will be very expensive - costing many thousands. These things don't come cheap!
Brigg Town Council is 20 years into a 30-year lease of the Angel Suite - offices and function room - from North Lincolnshire Council.
The question now is whether the tenant or the landlord should pay. Or could some sharing agreement be in order? Community grants may be available.
Legal advice is being taken by the Town Council.
It appears there is some case law from 1956 which may be relevant.
The Town Council is to approach North Lincolnshire's estates section about getting quotes for the work. When that has been done, everyone will have a much better idea of the total cost involved. 
Town Mayor Coun James Truepenny said the lift had to be replaced because this was a community hall for community use.
Coun Rob Waltham, chairman of the Property & Services Committee, said it was necessary to send out a clear message: "We are dealing with this."
