D-DAY FOR BRIGG, BROUGHTON, SCAWBY BOOK & ELSHAM HOUSING APPLICATIONS

A housing-related Brigg planning application will be decided by councillors from across North Lincolnshire.
Decisions on most schemes are now made by council officers and only a few applications go before North Lincolnshire Council's planning committee.
However, one relating to the Brigg Conservation Area will be decided by the committee, which holds its monthly meeting today (Wednesday, February 14) in the Council Chamber at the Civic Centre, off Ashby Road, Scunthorpe, starting at 2pm.
Planning permission  is being sought to replace the windows at the front of Thornsett,  Bigby Road,  with black and white flush-fit conservation-style UPVC windows.
A report prepared by planning staff ahead of the meeting says: "The main issue in determining this application is whether the proposed windows would have an adverse impact on the character and appearance of the conservation area."
Staff are recommending refusal, suggesting that "the inappropriate use of materials (UPVC windows) would detract from the character of Brigg Conservation Area."
However, the committee can, if it wishes, go against officer's advice and grant permission.
Brigg Town Council is in support of this application.
Also before the committee today is an application to erect a detached 1.5 storey "eco dwelling" with attached double garage on land adjacent to 17-19 Front Street, Elsham.
There has been an objection to this application by Elsham Parish Council.
However, planning staff are recommending that permission is granted, subject to conditions.
The planning committee will also consider an application to erect 10 new dwellings, along with associated access and landscaping, on former school playing fields off Broughton High Street.
Coun Holly Mumby-Croft has asked for the committee to decide this application because of "significant public interest."
Council staff are recommending that the committee grants permission, subject to conditions.
A report prepared for the committee says: "The main issues for consideration with regard to the determination of this application are whether the site, given its nature as a designated playing field, is in principle suitable for residential development, and whether the design and layout of the site is acceptable in terms of highway safety and visual and residential amenity."
The committee will also rule on an application to retain a brick wall at the front and side boundary of 178 Scawby Road, Scawby Brook.
Scawby Parish Council has objected to the height of the wall.
However, planning staff are suggesting the committee grants permission, subject to conditions.
The North Lincolnshire planning committee is chaired by Coun Nigel Sherwood (Brigg & Wolds). Its monthly meetings are all open to interested members of the public.
