We have two apple trees and every year after making a few pies and crumbles, etc we end up throwing 90% of our apples away. I expect most people do the same, which is a shame and a waste.
However if there was a local Cider Club, anyone interested could donate their excess apple crop in exchange for a few bottles of cider. Not sure about the legality or health & safety issues involved but in principle the idea might work.
I have previously tried making my own cider in a plastic dustbin but to be honest it's more trouble than it's worth on such a small scale. However, if the operation was scaled up, using the right equipment, it would be far more efficient - assuming there were enough keen members prepared to put in time and effort to produce it. What do you reckon?

Potentially a good idea....but I'll think you'll find that while home brewing for personal consumption is ok.....brewing cider on a commercial basis - even on the basis of exchange and barter a few bottles for a supply of apples - requires legislation.
But there's nothing stopping someone setting-up a commercial cider press and producing a locally produced cider......it could make falling over a pleasant experience!!
