North Lincolnshire Council's design services section (directorate of places) - based at Hewson House in Brigg - has lodged the application, seeking approval to proceed from the authority's planners.
There is no intention to increase the number of staff or the number of car parking spaces available nearby.
The council says the intention of the application is improve facilities at the leisure centre "in line with others in the area."
