CYCLING THROUGH BRIGG PEDESTRIAN AREA DISCUSSED AT LATEST COUNCIL MEETING


Recent reference was made to reports of more cycles being ridden within the pedestrian zone in Brigg.
Brigg Town Council's latest meeting, held in the Buttercross, heard that some riders had been seen weaving their way between stalls and shoppers on the paved area.
Brigg Blog kept an eye on this long-standing problem in the days that followed the council meeting and spotted more contraventions of the riding restrictions which apply to the Market Place and much of Wrawby Street.
Near to where the latter joins Cross Street, we observed two cyclists on the same morning.
One dismounted at the entrance to the paved area; the other did not.
However, the instructional sign erected many years ago at this location (pictured above) does not help.
It tells cyclists to 'Dismount through the Market Place'.
If action by the authorities was taken against people who rode past this sign, the cyclists might argue, in their  defence, that the sign indicates riding is not permitted in the Market Place, with no mention of Wrawby Street.
It's high time that this sign was amended to read either 'Cyclists Dismount through Wrawby Street' or Cyclists Dismount in the Pedestrian Area' or just 'Cyclists Dismount'.
North Lincolnshire Council's legal staff could advise the best wording to make this legally binding or watertight, removing what might be seen as a loophole.
The pedestrian area was created in the mid-1990s when Humberside County Council was still the highway authority; North Lincolnshire Council took over this role when it was created not long afterwards.
The police have powers to deal with cycling offences they chance upon while out on patrol.
