ROOT OF THE PROBLEM

The stump of the tree chopped down a few weeks ago in the Spring's Parade car park, Brigg, is now being removed. The area around the trunk was cordoned off last night, we'd suggest in compliance with "elf and safety" requirement.
On the same topic I've just been past Sir John Nelthorpe Upper School and noticed workmen on a large cherry-picker involved in trimming a branch off one of the mature trees in what used to be the headmaster's garden, very close to Grammar School Road.

The salient point is why was the tree felled in the first place?
I know a branch broken off during the snow storms - seemingly from the overwhelming weight of snow in its evergreen foliage - but the break seemed to be clean.
The tree was in a Conservation Area and was protected. If it had to be felled because it was dangerous - 1. By whose authority was the tree chopped down? AND 2. If it was assumed to be dangerous and needed felling, why did the car park remain open for a number of weeks and therefore exposed the public to potential danger - the tree was never cordoned off.
