One of the public notices announced the proposed changes - this one being near the junction of Albert Street and New Street.
Dwelling houses within Brigg’s Conservative Area are included in a change of procedures proposed by North Lincolnshire Council.
The Conservative Area stretches from Bridge Street, through the Market Place and Wrawby Street to Bigby Street, Bigby Road and Albert Street, plus a short stretch of Wrawby Road. The streets and courts in between are also included.
The proposed change means “certain types of development” – including enlargement, improvement, alteration or even exterior painting – will require planning permission to be obtained from the council. However, no fee will be charged.
The council wishes to ensure “certain types of development” may not be carried out “without a grant of planning permission from the date it comes into effect.”
Before you read the actual proposal (below) being made by the council, note that any objections must be made by members of the public not later than February 24.
If no objections are lodged by that date, “The Direction” will come into effect on March 24.
The Town and County Planning (General Permitted Development Order) has been with us since 1995 – 16 years - as have all the houses in the town centre. So why take action now? Especially as there’s no charge being levied.
Laminated copies of what follows have been posted at various locations across the town centre. Just before you read it, note that you can inspect the official paperwork – your democratic right. However, despite this being a Brigg issue, interested members of the public will have to go to Scunthorpe to do so. Why not Brigg Library, Hewson House or the Angel Suite Courtyard? The council quite rightly makes much of Link, through which many of its services can be accessed in one office - so why not official documents of a planning nature relating to the heart of Brigg?
NORTH LINCOLNSHIRE COUNCIL
TOWN AND COUNTRY PLANNING ACT 1990 TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) ORDER 1995
NOTICE IS HEREBY GIVEN that the Borough Council of North Lincolnshire (hereinafter called 'the Council') has made a Direction pursuant to Article 4(1) (a) of the Town and Country Planning, (General Permitted Development) Order 1995 which affects properties within the Brigg, Conservation Area.
The effect of the Direction is that the types of development specified in the Direction may no longer be carried out at properties situated within the Brigg Conservation Area without a grant of planning permission from the date it comes into effect. These relate to certain forms of development of dwelling houses and their curtilages as described in the next paragraph. Before such development can be undertaken it is necessary to apply to the Council for planning permission. No planning application fee will be made for applications required as a result of this Direction.
Development for which planning permission will now be required is as follows:
WITHIN THE CURTILAGE OF A DWELLINGHOUSE
• The enlargement, improvement or other alteration of a dwelling house, where any part would front a relevant location;
The alteration of a roof slope fronting a relevant location;
• The construction of a porch to an external door that fronts a relevant location;
• Provision of a hard surface within the curtilage of a dwelling house where it would front a relevant location;
• The erection, alteration or removal of a chimney on a dwelling house or a building within the curtilage of a dwelling house;
MINOR OPERATIONS
•The erection, construction, maintenance, improvement or alteration of a gate, fence, wall or other means of enclosure within the curtilage of a dwelling house and fronting a relevant location;
• The painting of the exterior of any part of a building fronting a relevant location provided it is a dwelling house or a building in the curtilage of a dwelling house.
DEMOLITION OF BUILDINGS
The demolition of the whole or any part of a gate, fence, wall or other means of enclosure within the curtilage of a dwelling house and fronting a highway, waterway or open space.
Any representation about the making of this Direction should be made in writing and sent to the Service Director: Legal & Democratic Services at the address given below not later than 24 February 2011. If no representations are received within this period the Direction will come into effect on 24 March 2011.
A copy of the Direction including a plan showing the extent of the Brigg Conservation Area outlined in red (see accompanying map extract) to which this notice relates can be inspected during normal office hours at Pittwood House, Ashby Road, Scunthorpe DN16 1AB and at Church Square House, Church Square, Scunthorpe DN15 6XQ.
