The location of the building is 13 Poplar Drive and the application has been submitted by someone from Northamptonshire.
North Lincolnshire Council is now considering whether to grant permission.
The local authority took over running the children's home from Humberside County Council when that body was dissolved in 1996.
However, the facility was closed some time ago and the building placed on the property market, being regarded as surplus to council requirements.
