CONE ALONE: IS BRIGG BLOG ON THE RIGHT ROAD

Cones are popular on Wrawby Street, Brigg, which forms part of the A18.
Cones of the ice cream variety are sold in quantity from premises near Britannia Inn.
However, the cone pictured here close to the Monument war memorial roundabout has been in place for many days.
We can't decide whether it's meant to be there to alert drivers to the damaged pole beneath or whether someone put the  cone on top as a joke. Any ideas?
