An outline planning application seeking permission to build new flats in Brigg is now expected to be decided by North Lincolnshire Council's Planning Committee, comprising elected councillors from across the district.
Most applications are delegated to council planning staff for decision-making.
However, Brigg Town Council has lodged an objection to the scheme to build 2 three-storey flats with parking at ground floor level on land to the south of West Terrace.
If a parish or town council makes a formal objection, it results in the application being passed to the unitary authority's planning committee.
At its latest meeting, Brigg Town Council's own Planning & Environment Committee confirmed its earlier decision to object to the West Terrace scheme.
This is on the 'grounds of over development' of this site, and also that previous applications applications in the vicinity 'have been refused on the grounds of flood risk' says the Town Council.
North Lincolnshire Council's Planning Committee meets monthly in Scunthorpe.

A submission to the North Lincolnshire Council, accompanying the planning application, says this new housing will greatly improve the visual amenity of the area - the land currently being used for parking.
The statement adds that this development will provide much-needed affordable housing in Brigg.
At its latest meeting the Town Council's Planning & Environment Committee raised no objections to an application for a single-storey 'granny' flat to the rear of Silver Birches, 22 Bigby High Road, Brigg. A final decision will now be made at a future date by North Lincolnshire planners.
